Council for Culture: set maximum number of broadcasters

For the sustainability of the broadcasting system, there should be a maximum on the number of broadcasters. That is what the Council for Culture writes in a letter to State Secretary Gunay Uslu (Culture and Media).

According to the council, the broadcasting system is not sustainable in the long term. Because substantive admission criteria are virtually absent, broadcasters can always be added, while one rarely disappears. “The manageability and manageability of the system is therefore at stake,” according to the council.

“Available resources and broadcasting time do not increase, but the number of broadcasters does increase over time. This creates complex administrative tasks and creates challenges in programming choices, in which all those parties have to be taken into account,” says chairman of the board Kristel Baele. “A single new broadcaster would not make the system unmanageable in one fell swoop. But it will eventually become impossible if more and more broadcasters are added, without broadcasters dropping out.”

In addition, the Council sees that the larger broadcasters are increasingly focusing on a general audience and less on their original target group. “As a result, the program offer is becoming more and more of the same, while it was the intention that a multiform offer is created from different broadcasters.”

The Council therefore recommends “more explicit internal management by the NPO on the plurality of the offer”. If a maximum is set on the number of broadcasters, more attention to multiformity is necessary, the council continues.

The Dutch Public Broadcasting (NPO) agrees with the advice to set a maximum for the number of broadcasters. “The NPO has already said that we have concerns about the manageability of the system, so we can follow the advice,” said NPO chairman Frederieke Leeflang. The NPO endorses the importance of pluralism, as the Council deems right: “We also endorse the importance of pluralism. After all, we want to be and remain a public broadcaster for everyone.”

The council comes with its advice after a report that former media minister Arie Slob had drawn up last year on the recognition criteria for public broadcasters. But from that report, the council concluded “that such criteria simply cannot be found”.

The investigation into the admission criteria came after it appeared last July that when admitting Ongehoord Nederland and ZWART as aspiring broadcasters, the requirements regarding membership numbers were mainly looked at. Substantive or qualitative requirements hardly played a role.

There are now thirteen different broadcasters in total. In addition to the two new aspiring broadcasters, there are currently nine member broadcasters: AVROTROS, BNNVARA, EO, HUMAN, KRO-NCRV, MAX, PowNed, VPRO and WNL. In addition, the NOS and NTR are task broadcasters that have a permanent role in the NPO.
